Digital entrepreneurship represents an opportunity to boost a more dynamic, innovative, and competitive economy in the country. The COVID-19 crisis had a negative impact on the entrepreneurial ecosystem, presenting a scenario of great uncertainty that hindered the creation of innovative companies.
The approval of the Start-up Bill and the Spain as an Entrepreneurial Nation program were some of the first responses to this scenario of uncertainty, providing a more favorable regulatory framework for the emergence of technology companies and reinforcing incentives for innovative entrepreneurship.
Now, digital entrepreneurship will continue to be promoted until the consolidation of a more dynamic, articulated, innovative and robust ecosystem is achieved, fostering a structural change towards a more entrepreneurial model in all sectors and throughout all the territory, supporting the development of skills and tools for entrepreneurs.
- To support collaboration between emerging companies or start-ups and consolidated companies, aid will be granted under the Activa Start-ups program, which aims to promote innovation and the growth of new generation companies through the development of collaborative environments, with a planned budget of 44 million euros.
- To provide the creation of technology companies and business management in the early stages of the cycle, the Network of Entrepreneur Service Points (PAE Network), the Information Centre and Business Creation Network (CIRCE) and the support systems for SMEs will be reinforced. In addition, the National Entrepreneurship Office will be deployed, which will act as a virtual and centralized entry point for entrepreneurs throughout the country, will provide information and dissemination of the future Start-up Law and will give national and international visibility to the Spanish entrepreneurial ecosystem.
- Finally, new initiatives will be launched to improve the international projection of Spanish technological entrepreneurship. These include the launch of the Bandera Program for the creation, development, and attraction of international events in Spain focused on innovative companies and sectors that transform the economy; the promotion of a brand for Spain as an entrepreneurial nation and the deployment of the Women's Talent Attraction Program (The Break).

The Network of Entrepreneur Service Points (PAE) facilitates the creation of new companies, the effective start-up of their activity and their development with a dual mission: to provide face-to-face information and advice services and to initiate the administrative process of incorporating the company through the Network.
The Break es un programa de atracción de emprendimiento femenino a España, dirigido a emprendedoras europeas que residan fuera del país y que cuenten con un proyecto emprendedor constituido en los últimos cinco años.
El Programa Desafía tiene como objetivo facilitar a las pequeñas empresas españolas su entrada en los ecosistemas tecnológicos más innovadores del mundo. Desafía está centrado en el asesoramiento y acompañamiento de las empresas españolas hacia ecosistemas empresariales innovadores, así como la conexión con agentes clave, a través de expertos dentro de cada ecosistema.
