Digital transformation of the National Health System (NHS)

The Digital Health Strategy proposes the digital transformation of the services of the National Health System in three main areas of action: a) the development of digital and intelligent services, b) the interoperability of healthcare information and c) the promotion of data analytics. In this way, the aim is to:

  • Promote business intelligence in the NHS and innovation in the analysis of health-related information.
  • Promote digital health and the electronic interoperability of clinical and healthcare information, both nationally and internationally, as well as cybersecurity.
  • To provide the NHS with the necessary information systems for the efficient management of the services offered to the public, the health protection and healthcare capabilities of the NHS, as well as the monitoring and coordination, together with the Autonomous Communities, of the measures to tackle the health challenges developed societies faced after the health crisis caused by COVID-19.

This transformation must be developed in coordination with the Autonomous Communities with a philosophy of generating shared knowledge facilitated by interoperability and joint exploitation of data and services. Thus, the Ministry of Health manages a Central Node, which guarantees connectivity and interoperability between regions and territories for digital health services, as well as interconnection with European projects, such as eHDSI, through this central node. All the projects developed within the framework of this investment will be integrated with this central node of the NHS, driving the digital transformation of the system as a whole and contributing to the healthcare Data Lake.

Likewise, within the PERTE Salud de Vanguardia, and as part of the Action Plan for Primary and Community Care, with funding from component 11, investment 3, up to 230 million euros, actions aimed at strengthening and digitally transforming Primary and Community Care are included, to boost its accessibility, quality, resolution and longitudinal capacity, sustainability, and equity, in a context of cybersecurity and guaranteeing the protection of people's digital rights:

  • The action area "CSD Digital Health Center" is aimed at providing digital services to health centers (Primary Care) with a comprehensive approach focused on the patient, so that it is possible to extend the benefits and services to a virtual environment, in a flexible manner, access from primary care to the resources of the other levels of care, taking advantage of all the possibilities of technology and communication channels to reach all citizens, adapting to the circumstances of these and the new demands of society.
  • The "Personalized Care" action area encompasses projects that make it possible to design, develop and deploy operationally in public healthcare, within the portfolio of services, a comprehensive model for providing face-to-face and virtual services specifically designed for groups of patients who require personalized, continuous, and systematic care, due to their state of health or other personal circumstances, within the general context of the Digital Transformation of Healthcare. Finally, the area "Digital transformation of healthcare activity support services" seeks to promote the digital transformation of the services that support healthcare activity in healthcare centers and in their relationship with the public.
