This measure includes initiatives to reinforce technological infrastructures and facilitate access to existing ones, so that AI can be developed efficiently. This will be done by boosting supercomputing capabilities, positioning Spain as a leader in the use of Spanish in the field of AI, and investing efforts in the creation of shared data infrastructures at European level.
Digitalization, availability and access to large volumes of data; the development of general-purpose platforms in Artificial Intelligence that include resources (data, corpora, lexicons, ontologies, models), algorithms and inference engines; and supercomputing infrastructures are essential elements for the development of AI, its use and promotion by the Public Administration and its free or low-cost availability for innovative SMEs and researchers.
Two initiatives will be launched to enhance these elements:
- National Plan for Natural Language Technologies
- Strengthening Strategic Supercomputing Capabilities

Quantum Spain es el primer ecosistema de computación cuántica en el país y busca impulsar y financiar una infraestructura competitiva y completa de computación cuántica en España. El proyecto dotará al ecosistema cuántico español de las herramientas necesarias para desarrollar un fuerte tejido tecnológico y científico en torno a la computación cuántica y sus aplicaciones en Inteligencia Artificial.
El Programa Valle de la Lengua tiene como objetivo desarrollar una infraestructura lingüística que aproveche el potencial de la lengua española para el avance tecnológico. Se espera que esta infraestructura permita un salto cualitativo en la digitalización de la Administración Pública, facilite la digitalización y la internacionalización de las empresas, haciendo más competitiva la industria lingüística aprovechando las oportunidades que ofrecen actualmente la Inteligencia Artificial y las Tecnologías del Lenguaje.
